Markets stall as traders await US Fed chief speech

PARIS (AP) ? Stock markets retreated Tuesday due to global worries about the impact of the eurozone debt crisis and as investors awaited a key speech by the U.S. central bank chief.

Investors are looking for confirmation that central banks in the U.S. and China will provide more economic stimulus and that the European Central Bank will intervene in bond markets to lower some countries' high borrowing costs.

Federal Reserve Chairman Ben Bernanke will hold an important speech later this week that investors will watch carefully for clues about the central bank's intentions to try to speed up the U.S. economic recovery.

Meanwhile, the ECB plan remains subject to debate ahead of the bank's monthly meeting on Sept. 6, when it is expected to announce more details. Germany's central bank is still opposed to the plan to buy government bonds.

Until the central banks clarify their positions, investors are likely to remain cautious, analysts say.

By midafternoon in Europe, stocks were extending earlier across-the-board losses. Britain's FTSE 100 lost 0.4 percent to 5,755. Germany's DAX fell 0.9 percent to 6,984. France's CAC-40 lost 1.1 percent to 3,425.

Wall Street's lower open appeared to accelerate Europe's decline, with the Dow Jones industrial average down four points to 13,122. The Standard and Poor's 500 index fell two points to 1,407.

Economic signals from Spain were mixed. It sold ?4 billion ($5 billion) in an auction of short-term debt at much lower interest rates, reflecting greater investor confidence.

But it also downgraded its economic growth over the past two years. Data released Tuesday showed the economy contracting 1.3 percent in the 12 months through the second quarter, more than the 1 percent previously calculated.

Meanwhile, the country's northeastern region of Catalonia became the third region to ask for financial help from the government in Madrid, underscoring the extent to which even the country's more powerful centers of industry and business are unable to manage their debts.

In neighboring Portugal, foreign inspectors arrived for meetings with local officials to assess the country's compliance with terms of its bailout agreement.

Bailout lenders may have to grant Portugal more time to meet its deficit goal ? something they are already hesitant to grant to Greece, which is also missing its debt reduction targets. The inspectors may therefore demand more austerity, which could drive the weak Portuguese economy deeper into trouble.

News that the head of the European Central Bank has called off his trip to an important conference of central bankers in the U.S. also drew attention. A spokesperson for ECB head Mario Draghi said he had cancelled his trip to the Jackson Hole, Wyoming conference this week "because of the heavy workload foreseen in the next few days."

In Germany, a survey of consumer confidence provided little relief. The GfK research institute said consumer confidence in Europe's largest economy was stable despite the ever-increasing worries that Germany will suffer from the debt crisis weighing on many other European countries.

Earlier in Asia, the Tokyo Stock Exchange's benchmark Nikkei lost 0.6 percent to close at 9,003.29. South Korea's Kospi index was down nearly 0.1 percent to 1,916.33, while the Hang Seng index inched up marginally to 19,811.80. Key indexes dipped in Singapore, Indonesia and Taiwan, while rising in New Zealand, mainland China and Australia.

Also weighing on sentiment was a monthly Japanese government report on the economy, released Tuesday, whose language on the main assessment was changed ? to a more pessimistic one, for the first time in 10 months ? to highlight concerns about weaknesses, stemming from dwindling exports.

Concerns about a slowdown in China, the major driver of growth in recent years, were behind the change, Japan's Cabinet Office said.

In other markets, the benchmark oil contract for October delivery rose 74 cents to $96.21 per barrel in electronic trading on the New York Mercantile Exchange. The contract fell 68 cents to end the day at $95.47 in New York on Monday.

In currencies, the euro rose to $1.2551, up from $1.2503 late Monday in New York. The dollar fell to 78.56 yen from 78.75 yen.

West urges Arabs not to target Israel at U.N. nuclear meet

VIENNA (Reuters) - Western envoys are urging Arab states not to berate Israel over its assumed nuclear arsenal at the U.N. atomic agency's annual conference, fearing this could imperil wider efforts for a nuclear weapons-free Middle East, diplomats say.

A senior diplomat said Arab countries would criticize Israel but were divided over whether to submit a resolution on the issue to next month's annual General Conference of the United Nations' 154-nation International Atomic Energy Agency (IAEA).

In a surprise move at last year's IAEA gathering, the Arab group refrained from singling out Israel in this way in what was called a "goodwill gesture" ahead of planned talks in 2012 on creating a zone without nuclear arms in the Middle East.

Israel welcomed this as a "positive" move, in a rare conciliatory exchange in an otherwise heated debate that underlined deep Arab-Israeli divisions on nuclear issues.

Diplomats said Arab states had not yet decided whether to propose a non-binding but symbolically important draft text criticizing "Israeli Nuclear Capabilities" at this year's week-long meeting that starts on September 17.

They expressed concern that an Arab move against Israel would discourage the Jewish state from attending the talks due to be held later this year on a nuclear arms-free Middle East.

An Egyptian plan for an international meeting to lay the groundwork for the possible creation of a Middle East free of weapons of mass destruction was agreed at a review conference on the nuclear Non-Proliferation Treaty (NPT) in 2010.

BRUISING BATTLE

But the Western official organizing the conference, Finnish diplomat Jaakko Laajava, said in May he had yet to secure the needed attendance of all countries in the region.

It was a sign of the difficulties involved in getting Israel, its arch-foe Iran and other Middle East nations to sit around a table this year to discuss the divisive issue.

"It is a very fragile process that needs to be launched," one European diplomat said. "Singling out Israel would not at all be helpful, would be counterproductive."

Israel is widely believed to possess the Middle East's only nuclear arsenal, drawing frequent Arab and Iranian condemnation.

The Jewish state is the only Middle Eastern country outside the nuclear Non-Proliferation Treaty (NPT).

Israel and the United States regard Iran as the world's main proliferation threat, accusing Tehran of covertly seeking a nuclear arms capability, something the Islamic state denies.

Arab states scored a diplomatic victory in 2009 when IAEA members narrowly endorsed a resolution urging Israel to join the NPT and place all its atomic sites under agency supervision.

Brought up again in 2010 to keep up pressure on Israel, the resolution was defeated after a bruising diplomatic battle, in which Washington and its allies argued that zeroing in on Israel would harm any hope of banning nuclear arms in the region.

In June this year, Arab states asked for the "Israeli Nuclear Capabilities" issue to be put on the conference agenda, but it remains unclear whether they will follow that with a proposed resolution or refrain, as they did in 2011.

Israel's refusal to become party to the NPT or to place its nuclear installations under IAEA safeguards is "exposing the region to nuclear risks and threatening peace", they said.

Israel has never confirmed or denied having nuclear weapons under a policy of ambiguity aimed at deterrence.

It says it would only join the NPT after a comprehensive Middle East peace settlement. If it signed the 1970 NPT pact, it would have to renounce nuclear weaponry.

An Arab resolution aimed at Israel would "undermine any genuine attempt to promote confidence and security in the Middle East," Israel's ambassador to the U.N. nuclear body, Ehud Azoulay, said in a letter to IAEA Director General Yukiya Amano.

Warm Arctic sets record for summer sea ice melt

WASHINGTON (AP) ? Scientists say critical ice in the Arctic Ocean melted to record low levels this overheated summer.

The National Snow and Ice Data Center reported Monday that the extent of Arctic sea ice shrank to 1.58 million square miles and is likely to melt more in the coming weeks. That breaks the old record of 1.61 million square miles set in 2007. Figures are based on satellite records dating back to 1979.

Data center scientist Ted Scambos says the melt can be blamed mostly on global warming from man-made emissions of greenhouse gases.

Scientists say Arctic sea ice ? ocean water that freezes ? helps moderate temperatures lower on the globe and is crucial for polar bears. Greenland has also had record melt this year.

Sad News About Ivan Varga | ISA RC22 News and Events

Dear members and friends of RC22,

It is with great sadness that I am informing you that our RC22 Honorary President, Professor Ivan Varga, passed away a few days ago. He was a great friend, sociologist and mentor to many of us, and was central to the growth of RC22 since its beginning. He will be terribly missed.

?Dr. Ivan Varga stood up for what he believed in, no matter how dangerous or unpopular his opinions.

He was from an assimilated Jewish family in Budapest, Hungary. During the Second World War, he would go out without his yellow star outside curfew hours for Jews, in order to get more food rations, thus risking being picked up and being shot into the Danube River.

He survived that, only to see the dream of liberation by the Russians turn into the nightmare of an oppressive regime. But he didn?t keep a low profile; rather spoke and wrote critically about the regime, making him a target during Hungary?s counterrevolution in 1956. He escaped to Poland, and when it was a bit safer for him to return to Hungary, found himself blacklisted from working for years.

After the war, he studied with luminaries such as Georg Lukacs, later earning his doctorate.

He and Eva Launsky married in 1961 and Christina was born in 1968.

Having acquired several languages, including English, Ivan was allowed to leave to teach at the university in Tanzania, accompanied by his family. But after the four-year stint was up, they decided to defect, leaving a known but grey future in Hungary for a completely unknown future in the West. They landed in Germany, bringing nothing but their clothes, a few African artifacts and their education.

He taught at universities in Germany, but after a year, was recruited to teach sociology at Queen?s University in Kingston, Canada. There he stayed until retirement in 1996, when he became Professor Emeritus.

Throughout his career, he pursued his interests in the sociology of art and culture, and religion, later adding a new interest in the study of the body. He worked in an international forum, collaborating with colleagues around the world, including a senior research fellowship at Harvard?s Center for the Study of World Religions, and research in France and Hungary.

After retiring, he continued to write and edit international publications, and organize and attend conferences abroad.

He continued his decades-long work with the International Sociological Association, particularly with the Sociology of Religion Research Committee. After his term as President of the research committee was up, he became Honorary President, a role he kept until he died.

He is terribly missed by his wife Eva, daughter Christina and granddaughter Alexandra (who was the last person he smiled at and who never failed to give him joy).?

Manipulating the microbiome could help manage weight

ScienceDaily (Aug. 26, 2012) ? Vaccines and antibiotics may someday join caloric restriction or bariatric surgery as a way to regulate weight gain, according to a new study focused on the interactions between diet, the bacteria that live in the bowel, and the immune system.

Bacteria in the intestine play a crucial role in digestion. They provide enzymes necessary for the uptake of many nutrients, synthesize certain vitamins and boost absorption of energy from food. Fifty years ago, farmers learned that by tweaking the microbial mix in their livestock with low-dose oral antibiotics, they could accelerate weight gain. More recently, scientists found that mice raised in a germ-free environment, and thus lacking gut microbes, do not put on extra weight, even on a high-fat diet.

In a study, published Aug. 26 in the journal Nature Immunology, a research team based at the University of Chicago was able to unravel some of the mechanisms that regulate this weight gain. They focused on the relationship between the immune system, gut bacteria, digestion and obesity. They showed how weight gain requires not just caloric overload but also a delicate, adjustable -- and transmissible -- interplay between intestinal microbes and the immune response.

"Diet-induced obesity depends not just on calories ingested but also on the host's microbiome," said the study's senior author Yang-Xin Fu, MD, PhD, professor of pathology at the University of Chicago Medicine. For most people, he said, "host digestion is not completely efficient, but changes in the gut flora can raise or lower digestive efficiency."

So the old adage "you are what you eat" needs to be modified, Fu suggested, to include, "as processed by the microbial community of the distal gut and as regulated by the immune system."

To measure the effects of microbes and immunity, the researchers compared normal mice with mice that have a genetic defect that renders them unable to produce lymphotoxin, a molecule that helps to regulate interactions between the immune system and bacteria in the bowel. Mice lacking lymphotoxin, they found, do not gain extra weight, even after prolonged consumption of a high-fat diet.

On a standard diet, both groups of mice maintained a steady weight. But after nine weeks on a high-fat diet, the normal mice increased their weight by one-third, most of it fat. Mice lacking lymphotoxin ate just as much, but did not gain weight.

The high-fat diet triggered changes in gut microbes for both groups. The normal mice had a substantial increase in a class of bacteria (Erysopelotrichi) previously associated with obesity and related health problems. Mice that lacked lymphotoxin were unable to clear segmented filamentous bacteria, which has previously been found to induce certain immune responses in the gut.

The role of gut microbes was confirmed when the researchers transplanted bowel contents from the study mice to normal mice raised in a germ-free environment -- and thus lacking their own microbiome. Mice who received commensal bacteria from donors that made lymphotoxin gained weight rapidly. Those that got the bacteria from mice lacking lymphotoxin gained much less weight for about three weeks, until their own intact immune system began to normalize their bacterial mix.

When housed together, the mice performed their own microbial transplants. Mice are coprophagic; they eat each other's droppings. In this way, the authors note, mice housed together "colonize one another with their own microbial communities." After weeks together, even mice with the immune defect began to gain weight. They also were able to reduce the presence of segmented filamentous bacteria in their stool.

Moving from normal chow to the high-fat diet initiated a series of related changes, the authors found. First, it altered the balance of microbes in the digestive system. These changes in the microbiome altered the immune response, which then introduced further changes to the intestinal microbial community.

These changes "provide inertia for the obese state," the authors said, facilitating more efficient use of scarce food resources.

"Our results suggest that it may be possible to learn how to regulate these microbes in ways that could help prevent diseases associated with obesity," said Vaibhav Upadhyay, first author of the study and an MD/PhD student working in Fu's laboratory. "We now think we could inhibit the negative side effects of obesity by regulating the microbiota and perhaps manipulating the immune response."

Or, 20 years from now, "when there are 10 billion people living on earth and competing for food, we may want to tilt digestive efficiency in the other direction," Fu added.

The authors cautioned, however, that with more than 500 different strains of bacteria present in the gut, "the precise microbes that promote such weight gain and the specific host responses that foster their growth need to be better established."

The National Institutes of Health and the American Heart Association supported this research. Additional authors include Valeriy Poroyko, Tai-jin Kim, Suzanne Devkota, Sherry Fu, Alexei Tumanov, Ekaterina Koroleva, Liufu Deng, Cathryn Nagler and Eugene Chang of the University of Chicago, and Hong Tang of the Chinese Academy of Sciences.

The manuscript is dedicated to the memory of co-author Donald Liu, MD, PhD, who died Aug. 5.

Galaxy Note II specs leak ahead of IFA unveiling

The Galaxy Note II is expected to be announced during Samsung?s IFA press conference on August 29th.

Air strikes kill 12 insurgents in Afghanistan: NATO

Two air strikes in eastern Afghanistan killed a dozen insurgents, including a top Taliban commander, NATO and Afghan officials said Saturday.

"There were two separate air strikes in Kunar (province) yesterday. A total of 12 insurgents were killed, six in each air strike," a NATO spokesman told AFP.

The police chief of Kunar's Shigal district, where the attacks took place, said most of the militants were from neighbouring Pakistan and included a Taliban leader.

"Commander Dadullah, the top Taliban commander in Bajaur agency of Pakistan, is also among the dead," Sayed Rahman said.

Afghan and Pakistani Taliban Islamists both operate along the Afghanistan-Pakistan border.

Last week, around two dozen militants were killed in NATO air strikes in Chapa Dara district of Kunar as they gathered for a public execution.

NATO has some 130,000 troops in Afghanistan helping the government of President Hamid Karzai fight the Taliban insurgency.

SAN JOSE, Calif. (AP) ? After a year of scorched-earth litigation, a jury decided Friday that Samsung ripped off the innovative technology used by Apple to create its revolutionary iPhone and iPad.

The jury ordered Samsung to pay Apple $1.05 billion in the latest skirmish of a global legal battle between the two tech giants. An appeal is expected.

Apple Inc. filed its patent infringement lawsuit in April 2011 and engaged legions of the country's highest-paid patent lawyers to demand $2.5 billion from its top smartphone competitor. Samsung Electronics Co. fired back with its own lawsuit seeking $399 million.

The verdict, however, belonged exclusively to Apple, as the jury rejected all Samsung's claims against Apple. Jurors also decided against some of Apple's claims involving the two dozen Samsung devices at issue, declining to award the full $2.5 billion Apple demanded.

However, the jury found that several Samsung products illegally used such Apple creations as the "bounce-back" feature when a user scrolls to an end image, and the ability to zoom text with a tap of a finger.

Apple lawyer plans to formally demand Samsung pull its most popular cellphones and computer tablets from the U.S. market. They also can ask the judge to triple the damages to $3 billion. U.S. District Judge Lucy Koh will decide those issues along with Samsung's demand she overturn the jury's verdict in several weeks.

The outcome of the case is likely to have ripple effects in the smartphone market. After seeing Samsung's legal defeat, other device makers relying on Android may become more reluctant to use the software and risk getting dragged into court.

"Some of these device makers might end up saying, 'We love Android, but we really don't want to fight with Apple anymore," said Christopher Marlett, CEO of MDB Capital Group, an investment bank specializing in intellectual property.

ISI Group analyst also viewed the verdict as a blow to Android, as much as Samsung.

During closing arguments at the trial, Apple attorney Harold McElhinny claimed Samsung was having a "crisis of design" after the 2007 launch of the iPhone, and executives with the South Korean company were determined to illegally cash in on the success of the revolutionary device.

Samsung's lawyers countered that it was legally giving consumers what they want: smartphones with big screens. They said Samsung didn't violate any of Apple's patents and further alleged innovations claimed by Apple were actually created by other companies.

Samsung, headquartered in Seoul, responded to the verdict, saying in a statement it was "unfortunate that patent law can be manipulated to give one company a monopoly over rectangles with rounded corners."

"Today's verdict should not be viewed as a win for Apple, but as a loss for the American consumer. It will lead to fewer choices, less innovation, and potentially higher prices," Samsung said.

The jurors' determination that Samsung took Apple's ideas probably matters more to the companies than the damages figures, Marlett said.

"I don't know if $1 billion is hugely significant to Apple or Samsung," Marlett said. "But there is a social cost here. As a company, you don't want to be known as someone who steals from someone else. I am sure Samsung wants to be known as an innovator, especially since a lot of Asian companies have become known for copying the designs of innovators."

Samsung has emerged as one of Apple's biggest rivals and has overtaken as the leading smartphone maker. Samsung's Galaxy line of phones run on Android, a mobile operating system that Google Inc. has given out for free to Samsung and other phone makers.

Google entered the smartphone market while its then-CEO Eric Schmidt was on Apple's board, infuriating Apple co-founder Steve Jobs, who considered Android to be a blatant rip off of the iPhone's innovations.

After shoving Schmidt off Apple's board, Jobs vowed that Apple would resort to "thermonuclear war" to destroy Android and its allies.

If Android lose any ground in the mobile computing market, that would hurt Google, too. That's because Google relies on Android to drive mobile traffic to its search engine and services to sell more advertising.

The Apple-Samsung trial came after each side filed a blizzard of legal motions and refused advisories by the judge to settle the dispute out of court. Deliberations by the jury of seven men and two women began Wednesday.

Jurors left the courthouse without addressing the scrum of international media who camped out at the San Jose courthouse for a month.

They notified the judge at about 2:30 p.m. that they had arrived at a verdict after deliberating two-and-a-half days. Many expected deliberations to last longer because of the complexity of the case.

Jurors filed into the courtroom silently Friday, the youngest juror who favored flipflops, shorts and playing videogames was wearing a Beatles sweatshirt and handed over the 20-page verdict form with little fanfare.

Apple and Samsung combined account for more than half of global smartphone sales. Samsung has sold 22.7 million smartphones and tablets that Apple claimed uses its technology. McElhinny said those devices accounted for $8.16 billion in sales since June 2010.

From the beginning, legal experts and Wall Street analysts viewed Samsung as the underdog. Apple's headquarters is a mere 10 miles from the San Jose courthouse, and jurors were picked from the heart of Silicon Valley where Jobs is a revered technological pioneer.

While the legal and technological issues were complex, patent expert Alexander I. Poltorak previously said the case would likely boil down to whether jurors believed Samsung's products look and feel almost identical to Apple's iPhone and iPad.

To overcome that challenge at trial, Samsung's lawyers argued that many of Apple's claims of innovation were either obvious concepts or ideas stolen from Sony Corp. and others. Experts called that line of argument a high-risk strategy because of Apple's reputation as an innovator.

Apple's lawyers argued there is almost no difference between Samsung products and those of Apple, and presented internal Samsung documents they said showed it copied Apple designs. Samsung lawyers insisted that several other companies and inventors had previously developed much of the Apple technology at issue.

Apple and Samsung have filed similar lawsuits in eight other countries, including South Korea, Germany, Japan, Italy, the Netherlands, Britain, France and Australia.

"This is not the final word in this case or in battles being waged in courts and tribunals around the world, some of which have already rejected many of Apple's claims," Samsung said in its statement.

Samsung won a home court ruling earlier Friday in the global patent battle against Apple. Judges in Seoul said Samsung didn't copy the look and feel of the iPhone and ruled that Apple infringed on Samsung's wireless technology.

However, the judges also said Samsung violated Apple's technology behind the feature that causes a screen to bounce back when a user scrolls to an end image. Both sides were ordered to pay limited damages.

The Seoul ruling was a rare victory for Samsung in its arguments that Apple has infringed on its wireless technology patents. Samsung's claims have previously been shot down by courts in Europe, where judges have ruled that Samsung patents were part of industry standards that must be licensed under fair terms to competitors.

The U.S. case is one of some 50 lawsuits among myriad telecommunications companies jockeying for position in the burgeoning $219 billion market for computer tablets and smartphones.

Verizon to give Windows Phone a second chance later this year

Verizon Wireless (VZ) will reportedly offer a new Nokia (NOK) smartphone on the upcoming Windows Phone 8 platform later this year. Bloomberg reports that the nation?s largest carrier is making a move towards the operating system in an attempt ?to lessen its dependence on Apple?s iPhone and devices running Google?s Android software.? Verizon?released its first and only Windows Phone, the HTC Trophy, in May 2011 but the device failed to?win over?consumers. The company?s chief financial officer, Fran Shammo, previously revealed that the carrier was planning to make a big Windows Phone push ahead of the holiday season. Nokia and Microsoft (MSFT) are holding a Windows Phone press event on September 5th, however Verizon isn?t expected to be part of the event.
